removing card from lost iphone

Recently my iPhone XR was lost/stolen. It’s in lost mode and I’ve sent the order to remove the cards. For the last couple of days they show up as “removing” under Apple Pay under Device Info. But they are not removed.

the problem is that one of these cards is a Smartrip card. I cannot recover its value on my new iPhone until it’s removed from my old account. And I need it to ride the train.

How can I get this card to delete off of my missing iPhone? I have not yet removed it from my account.
