My new M1 Macmini will not display the recovery options menu after holding down the power button

I know that the new M1 chip Macs have a new way of getting into recovery mode. However on my new M1 Mac mini holding down the power button during startup never "boots". That is, no Apply logo appears, no startup options choice, nada. The machine will boot ok into regular use, but will not allow me to go into Recovery mode.

The reason I need Recovery mode is that for some odd reason, the Mac shows two drives called Internal, and another drive called Macintosh HD. I want to start over with a fresh install. Please help.

How long are you holding down the button? The Mac needs to be shut down, then the power button needs to be pressed and held down without releasing it until the you see "Loading Startup Options"
