If you only have a WiFi ONLY iPad, you wiil NOT have the option of turn by turn voice map routing in the Apple Maps app.

This feature is ONLY available to iPads with cellular data option as these iPads models have a active GPS antenna in them for accurate turn by turn voice map route instructions.
