Can you upload and download custom voice commands?

I would like to upload and download a list of custom commands created on my Macbook Air. I'm running MacOS Big Sur.

No. You can visit System Preferences > Accessibility > Voice Control panel and in the Commands… panel you can create new, custom voice commands that can be tied to the entered text, scripts, and Automator workflows.
