Apple does not provide discs for iOS or macOS updates.


You can download the macOS update from another computer that supports it and has a better internet connection, and copy it to a USB if you want to, unfortunately you cannot do that for iPhone, iPad or iPod touch, however you can take those devices to a better internet connection and update them directly there.
