my apple watch will not connect to my new phone; it just show apple icon and a circle surrounding it

I have a new replacement Iphone. I unpaired my apple watch with the old phone, then erased content from the old phone. I downloaded from the cloud all my info from my old phone and now when I'm trying to pair my phone and apple watch it keeps saying it can't connect. I have restarted the device to factory set up I have this apple icon with a circle being build around it. Help, I don't know what to do
