Are you still not showing the setting as shown via the resource as well?

We'd also recommend checking to see if Significant Locations is enabled or not. For assistance with checking this, you'll want to go to Settings > Privacy > Location Services > System services then locate "Significant Locations." If this is disabled, let's enable the setting to see if that will then show your parked car the next time that you go out.

If that doesn't help to clear up what you're experiencing, it may be best to Contact Apple Support so they can look into this with you in more detail.
