Use Contacts on a Mac:

If you have a Mac or some other Apple Device associated to your device, open the Contacts app, and see if they are all shown. If contacts was enabled in iCloud settings on the iPhone, then they would be seen in Contacts on the other device, if it has Contacts enabled as well.
