If you mean a storage downgrade, read this document: Downgrade or cancel your iCloud storage plan - Apple Support

Otherwise an 'iCloud account' is the same as an Apple ID. Make sure you truly want to delete your entire Apple ID and everything associated with it. How to delete your Apple ID account - Apple Support
