I want to change the voice used in my iOS 14 for HWG.  On the website https://here.freshdesk.com/en/support/solutions/articles/24000067171-about-the-app-s-voices-options it said it is done from within the phone as TTS uses the in the OS installed voices.  I have added voices to the OS and they do not show in HWG.

It looks like there is a limitation to the TTS choices. In pre recorded there are other voices (follow also first link).

It sounds like you're experiencing issues changing the voice options available in third-party app, specifically the HERE WeGo app. We'd like to get you pointed in the right direction.
Based off of the information on the website whose link you provided, the app would be using options that are available in Settings > Accessibility > Spoken Content > Voices. You may want to try selecting a different language there to see if it changes the voice audio in the HERE WeGo app. If more help is needed we recommend reaching out to the developers of that app next: How to contact an app developer.
