Can I restrict iCloud Backup to backing up just the Photos (Pictures) on my PC and NOT have it backup my Documents or other records?

What you're asking isn't icloud backup. Icloud for windows read here Set up iCloud on your Windows PC - Apple Support let you access files on your pc.

icloud backups to the cloud not your pc.
