How to set up iCloud with out Apple or iOS device

Morning, I do not have or not able to get a hold of an Apple / iOS device, so how can I set up iCloud for PC without 1. Thank you for any help you can give me. Jen

Morning Chuck,

Thank you for your message, I did all of that, but when I downloaded the iCloud app and went to use it, it told me I needed to log into either an apple or iOS device in order for it to work on my Windows laptop, neither of which I have or have access to

Just to make sure we're fully understanding, did you use iTunes to create an Apple ID? You shouldn't need the iCloud app in the creation process. If you did successfully create the account, are you able to log in on the iCloud website?

Can you walk us through the process you're following to create that Apple ID? We'll want to know as many of the steps as possible and which apps you're using in the process.
