No. Time Machine comes closer to doing that, though a clone backup is the only thing that does it 100%. iCloud just backs up folders added to iCloud Drive and services using iCloud to sync. iCloud is really a syncing service so its "backup" aspect is just incidental to it storing copies in order to sync to other devices.
