No. Device capacity cannot be modified. It is a physical chip soldered inside the iPhone. If you need more storage space on your iPhone, you can either delete stuff from it or buy a new iPhone with more storage.

That's a bug or glitch that makes Other take up inordinate amounts of storage.

The only way to free that storage from Other, is to connect the iPhone to a computer running iTunes or Finder and sync it.

The Sync will normally release the unreleased space taken up by "Other".

You need to sync the iPhone to a computer to release the gb taken up by the "other" category in your screen shot.
