If you use iCloud Photos Library, you can enable "Optimise Mac Storage" for iCloud Photos Library. Then Photos will remove the high resolution originals from your Mac for the photos you have not used for quite some time and keep only smaller optimised versions for browsing. But Photos will try to keep some photos stored locally, so you will not have to download the same photos over and over again. The optimisation will be fully automatic, and you cannot control which photos will be kept or optimised. It will depend on the available storage.
