My daughter has an iPhone XR - we are trying to erase all content and reset but it won't allow as we don't know the screen time password - we have 23 failed attempts so far but it has not offered a "forgot password" as it states on all instructions to resolve this issue... don't know where to go from here.... we've tried every 4 digit number we could think we might have used...
Help us please.....

Recovery mode If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

No sorry I had read that was just for "forgotten passcode" which it wasn't. I have now done this and it has restored it to factory settings, thank you
