My I phone paused in software while was trying to update to 14.6

I am trying to update software and it is stuck in paused

iPhone 8 Plus, iOS 14

Make sure you are connected to WiFi (not a hotspot).
Have Low Power Mode turned off.
Are not using a VPN connection.
Are plugged in to a charger.
