Dock misbehaving

Using Big Sur. Dock no long appears on bottom of screen. Must scroll down to activate it, but it disappears as soon as you move the cursor away. Help instructions tell you to go to "Dock" in System Preferences. "Dock" has become "Dock and Menu Bar" and I can't find an option to automatically start up the Dock.

MacBook Pro 15″, macOS 10.15

have you gone into System Preferences > Dock and Menubar and make sure that "Automatically hide and show the Dock" is unchecked?
