Preview Deleting Pages

I'm running Big Sur. When I open up a PDF document in Preview and try to save it, it deletes all of the pages except for the first one. Any one else experience this? Any fixes? Thanks!

Make sure to select PDF as the format, and not JPEG or other option.

Alas, in Big Sur, Preview defaults to the last saved format instead of the format of the file you have opened. This has had me fooled quite a number of times.
