App store can not add money

I was trying to add money on my App Store account, and purchase from my subscription and it showed that my purchase could not be completed Contact iTunes Store support to complete this transaction. So I am here trying to get help.

and also I was trying to purchase things from an app and the the first time was ok and the second time the transaction could not go through…
