Apple tv remote not working

I have an apple tv, i am not entirely sure what kind it is. However, the remote will not work with it.

I charged it overnight, and have tried the pair thing with the buttons but it still will not respond to the apple tv itself. The light on the black box flashes whenever I push a button but it won’t actually do anything on the screen.

I also can’t use a remote on my phone because the apple tv isn’t connected to internet. I can’t connect it because I can’t click the buttons with the remote to pair it.
