I can't get closed captions on TV . I have followed the directions and it does not work.

Not all content may have closed captioning, but Apple TV+ content should have that.
Either the app or your device may have a ‘global’ setting for closed captioning for upcoming future videos.
Use subtitles and captioning in the Apple TV app - Apple Support
During playback, you may activate subtitles or closed captioning from the Info pane. Press the down button, then Subtitles, then select a language.
Turn on subtitles and closed captioning (if available) - Apple Support
