I just got the new iPhone 12 because the screen of my last phone stopped working so due to this, I am not able to automatically transfer my information upon activating my new phone. Unfortunately I ran out of iCloud storage so none of my newer information is backed up, and without access to my old phone, I was hoping there may still be a way to get the information off my old phone, to my new one.

Since you no longer have access to your old phone, the only way to get the data from that is from a backup. If you do not have all of your data backed up, there is no way to recover all that data. You should have temporarily purchased an upgrade to your iCloud to hold the data then you could have restored the backup. The information from your old phone is from the backup. The newest backup you have of that phone is all you can hope to restore.
