If this is music that you purchased from iTunes, download it again in the iTunes Store on the new iPad.

Redownload music - Apple Support


If this is music that ripped from CD’s and that you synced from a computer using iTunes, there is no way to get that music back onto the new iPad unless you sync it again like you did on the old iPd.

That will not work to move music from one device to another one unless the music was purchased from iTunes. Music imported into an iTunes library and synced from a computer will not transfer that way.

If this was music from CD’s, that means that you must have been syncing music from iTunes on your computer to your iPad. You would need to use that same computer that had the music in your iTunes library. Do you still have that computer?
