To Clarify:

Perhaps I am misunderstanding the OP? Taking it as though this is update - not an upgrade. As the OP stated: "do not want to update not to work."

Apple does not support downgrading iOS or iPadOS unless it is a beta version of software.

iOS is not in the backup, so it's useless to restore from a backup.

OP won't get the previous iOS version back doing so.
