can i create a new apple id if my phone is set up under another apple id? my kids used my apple id and i want them to have thier own.

So tell me if I understanding this right I can log out of my Apple ID on my Apple device ie iPhone, iPad, iPod and log back in with a different Apple ID and password and be able to use the same device the same way you can use a Windows computer by using a different user account and password and be able to setup parental controls for that Apple ID

Yes. You can create a new Apple ID for them here www.appleid.apple.com and then log out of their iPhone that has your Apple ID. Then log back in again with the new Apple ID.
