Big Sur not allowing me to NOT re-open applications on restart

This is a small annoyance, but I've noticed that Big Sur has lost the tick box option to "Reopen windows when logging back in" on the confirmation dialog when you restart a mac. Normally I untick this, since when you reboot, there can be a masses of Apps opening at once (particularly a problem if it crashed with a large application open). Is there any way to bring back this option?

Ah, OK - the problem seems to be, that Big Sur brings up an alternative close dialog window if you have any other devices connected to it (via file sharing). And this dialog doesn't give you the option to stop apps re-opening
