Phishing popup on iPhone
I have had a pop up saying there has been 27 viruses on my 11 yr olds phone
for Malware
it has said to download RocketSec is this safe
or is this whole thing fraud I have also removed the sim card

It’s a scare scam hoping you’ll install an app you do not need and which cannot do anything. There is no way for a remote site to even know what software is installed on your device. Just ignore such popups, and clear browser cookies and history to get rid of it.
