The black box that appears over selected text is blocking that text - fix?

Hi! I can’t really find an answer for this online - but the black block that appears over selected text (with options to Select, Cut, Copy, etc) started showing up under the selected text or even partially blocking it if I am more zoomed out. I have a picture of this below in notability where it’s UNDER the selected word.

Any ideas how to fix this would be appreciate, and if this feature can be turned off all together too?
