No. The 2021 iPad Pro does not support TouchID - only FaceID using its built-in camera/sensor array.

The new Magic Keyboard, to which you refer, is designed specifically for compatible Mac computers. Somewhat confusingly, “Magic Keyboard” is used to market an entire family of Apple Keyboards - each being designed for specific devices.
