My old Mac stopped working completely and I am not able to back it up before turning in for recycle. May I still take it to Apple?

Yes, you can still turn it in to Apple for recycling in this condition, though it's not ideal to have to do it with data still on the drive.
Unfortunately that may be your only option if you are disinclined to put any effort into getting the Mac to boot.
I will cautiously state that the recycle processors are not likely to be scanning all the hardware that comes through their door looking for bits of data from which to become independently wealthy. If your drive contains no state secrets I wouldn't worry too much about it. Others might disagree.
Yes. The back up is just for you to retain your files or to transfer to a new Mac.
