I previously been using a card to purchase and subscription for certain apps I’ve canceled all subscriptions and I’ve also removed all cards I’m still unable to download free apps it keeps asking for password and after I enter it it asks for my billing info so then I press done and it keeps doing the same thing how can I download my free apps?

Change, add, or remove Apple ID payment methods
If you can't remove your last payment method or use no payment method with your Apple ID
