Deleted settings app - need to get back without complete reset of phone?

You should not have been able to delete the Settings app. Look for it in a folder or another page on your iPhone:

or in your App Library:

It is not possible delete the Settings app as it is an integral part of iOS.

1. Did you move it in a folder by mistake?
2. Would it be in the App Library. Swipe left to the very last screen and look for it in the folders. Once found, press it and tap Add to Home Screen.

As you already know, the Settings app cannot be deleted. It still exists on your iPhone. It is in the App Library. The App Library is the last Home Screen when you continue to SWIPE LEFT until you reach it. Find the Settings app in the App Library and then Touch, Hold and Drag it form there and on to the your favorite part of the Home Screen.
