If you mean that you want to set up Find My on a Mac, see: Set up Find My on your iPhone, iPad, iPod touch, or Mac - Apple Support
If you mean that you want to turn on Find My iPhone on an iPhone by doing it from a computer, there is no option to do that. You can only turn it on in the phone itself. See: Set up Find My on your iPhone, iPad, iPod touch, or Mac - Apple Support
