unable to restore ipad

trying to factory restore ipad but errors out that there isnt enough drive space

iPad mini, iOS 12

You have gone to "Settings > General" and selected "Reset" on the bottom and "Erase all content and settings"? I've never seen this give an error about not having enough space as this usually shouldn't depend on the amount of space as it is going to delete everything and the information about how to set it back to factory default is already stored on it. If you are trying to update it that is usually when you would get this error. If you are trying to update before doing a factory restore, then this would be a time that you would see this information.
