If someone removed iPhone from find my app. Is it possible to get it back without having access to the iPhone. I'm still able to see it under "https://appleid.apple.com/account/manage > You are signed in to the devices below", but unable to see it under Find my.

You can only set up Find My if you have the device itself. Set up Find My on your iPhone, iPad, iPod touch, or Mac - Apple Support

Actually my iPhone 11 & 8Plus got stolen, and I received an SMS about this device has been located with a link and I entered my iCloud credentials to login. Later on I realized that this was a Phishing attack and my credentials was compromised :( and someone removed all devices from Find my. But still I am able to see these devices under "Manage your account">"You are signed in to the devices below".
Is there any thing I can do?

Thanks for your quick reply, Can you please suggest if there is any way I can get back my device to find my, or any way to locate my device. (without having device with me).
or atleast if I can secure data of my lost device.
