Section breaks in Pages

Whenever I insert a section break it skips a page, leaving a blank page between the end of one section and the beginning of another. Is that what it’s supposed to do? Can I change it?

That is what Section Breaks are intended to do. Think of a Section as a new "Chapter".

If you want to change the number of columns without starting a new page, Menu > Insert > Column Break may be what you want.
