Using safari 13.1.2 on 2017 MacBookAir running OS 10.13.6, Craigslist pages do not display correctly, images are not shown, the top half of the page is missing, and the invisible part of the page scrolls as I scroll down. I have tried erasing the history, cache, etc.

Excellent! What is the version of Safari? Be aware that Big Sur (and Catalina) does not support 32-bit applications. See 32-bit app compatibility with macOS High Sierra 10.13.4 and later - Apple Support for reference.
On an older macOS/Safari version it does not appear to be an issue. On macOS Catalina/Safari 14.1.2, it seems to be fine, too.
If you use a different browser, do you still see the same issue as Safari? Does Refreshing the page in Safari help?

I'm not sure how this is supposed to help? You are saying that you *don't* have the same problem?
Chrome works fine. Refreshing does not help. I “fixed” the problem by updating to os 11, big sur - the looks of which I don’t like, but at least it works.
