If you enabled 2FA within the last two weeks on an Apple ID which didn't previously have it you can turn it off using the link in the confirmation email. If you enabled it more than two weeks ago you cannot turn it off: new Apple IDs created with iOS 10.3 or later will have it turned on when created and in this case it can't be turned off.
