My mother must have put in a passcode that she cannot remember…she cannot get into her phone now. Is there anyway to recover or put in a new passcode? I have an iPad but not a computer.

You will need a computer, an iPad won't work.
If you don't have a computer, see if a friend with a computer will let you use theirs or go to an Apple store and use theirs.

Is there any other way to recover my mother’s iPhone without a computer? I have an iPad ? She seems to have out her passcode in wrong when first entering it to set it.
