My iPad mini is updated to 12.5.4. I need 13 to download some apps. How do I get this downloaded when it says I am up to date

Your iPad Mini can only be updated up to iOS version 12.5.4. You will need a newer device (iPad) to be able to use newer iPadOS versions.
