You destroyed your phone. Yes, iPhone is water resistant. It is NOT waterproof. And liquid damage cannot be fixed nor is it covered by iPhone warranty. What's total ********** is you subjected your phone to water.

Take it to a Retailer:
The only inexpensive way I can think of(an it will cost money) is to take it to a retailer, seeing if they have a device that gets the water out of a phone. Retailers have these devices.

To Clarify: I'm referring to getting the water out --the first issue brought up.
Your iPhone is water resistant, not waterproof. You will need to make an appointment at the nearest Apple Store for an evaluation and explanation of your options...
As long as you clarify that Face ID will likely NEVER work on the phone again and letting anyone other than Apple service the phone will void any service options with Apple directly again.
To be clear, Apple doesn't do this. So you are sending this person to a 3rd party service, which voids any service options they have with Apple on this phone in the future.
