My Iphone 7 is stuck with the Apple logo on - reboot is incomplete. is there a fix for this?

Went through the steps - restored the software - still stops on the Apple logo and goes no further.
it worked. Restored the phone back to the factory settings. It took 3 tries and letting it sit there for an hour.
