Cannot delete user account Mojave 10.14.6

Logged in as Admin, I created a new user account to try to sort out multiple iCloud ids. I have the issue repaired and I want to remove the account. I go to System Preferences, Users&Groups, as Admin, and I can see the other user account. I've unlocked the lock that prevents changes. However, all the "Other Users" on the list are greyed out and cannot be selected to delete. Any ideas?

OK, all Safe Mode does is...


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions.
