Will hard fall detection automatically turn on cellular data if it is turned off?

If I have the cellular Apple Watch but I’ve turned off cellular data will the Apple Watch automatically turn it back on to call EMS if I am unresponsive after a hard fall? I’d prefer to keep cellular data off while I’m hiking to preserve battery life but I worry that my watch wouldn’t be smart enough to turn it back on in the event of a hard fall.

Calling EWMS is actually a voice phone call and should not use cellular data. After the call ends, your watch sends a message to your emergency contacts with your location letting them know that your watch detected a hard fall and dialed emergency services. If cellular data is turned off, I don't know if it will send a text message to your emergency contacts (if you set it up). For more info, see:
