My iPhone 12 keeps dimming to half brightness. I’ve closed apps, turned off auto brightness, and made sure it’s not getting too hot. Whenever I close the screen and put in any pocket (typically chest but sometimes back pocket) and then take back out the screen is adjusted to half brightness. It’s driving me crazy. This has to be an os problem right?

Next, did you also make sure you don't have a case or screen protector blocking any sensors? A good way to test this is to remove any you might have installed and see how it does.
If you still notice it dimming, and you have to manually increase the brightness, the next step is to have it looked at for possible service.

Your phone will dim its screen when it gets hot, and close to the limit for the phone, to attempt to cool the phone down. The screen is the single largest heat source on a phone with an OLED screen.
It will also dim its screen 30 seconds before the screen locks if the phone is not actively being used.
