Safari is one of the built-in app on your iPad. It can't be removed. That means that Safari is on your iPad somewhere. You can search for it using Spotlight:

Use Search on your iPhone, iPad, or iPod touch - Apple Support

If you still can't find it, check Settings>Screen Time and make sure it hasn't been restricted.
