I have the MacBook Pro 2017

why cant mackbook pro 2017 install the notability app or onenote app it’s saying it needs the install disk 10.14 or higher what this means do I have to replace by computer ?

This means you're still running an older OS, probably macOS High Sierra 10.13, and the apps you need requires Mojave or later.

All you have to do is update macOS. Since your Mac can run the latest one, Big Sur, do that and everything is gonna be OK.
