Most likely you had the iOS 14 beta, which was never update past 14.7; it even missed 14.7.1. To remedy this go to Settings/General/Profiles, tap on the beta profile and remove it. Your phone will restart; when it finishes restarting you should be able to update to 14.8.

14.8 was only recently pushed out. It may take some time. Check back from time to time.
