The “new function” of which you complain is Assistive Touch. This can be easily disabled from your Accessibility Settings:

Settings > Accessibility > Touch > Assistive Touch > Assistive Touch - set to OFF

Have you actually removed the Screen Recording button from the Control Centre?

Settings > Control Panel > [Included Controls] Control Centre - tap the associated red “-“ button to remove the item from the Control Centre.

Simply disabling Screen Recording function from Screen Time settings will not remove Screen Time from the active Control Centre panel. Permissions are set here:

Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > [Game Centre] Screen Recording > Disallow | Allow

Setting the permission to Don’t Allow will not remove the control from the Control Centre. Setting to Don’t Allow simply inhibits use of Screen Recording.

Removal of the Control must be performed using Control Panel Settings - as outlined in my previous reply.

The key learning-point here is that settings for the Screen Recording control/button - and the permissions to use Screen Recording - are entirely independent of eachother.

In summary, to remove the control from Control Centre:

Settings > Control Panel > [Included Controls] Screen Recording - tap the associated red “-“ button to remove
